Track and Signal Infrastructure Maintenance and Support Services MS289-22

Prevailing Wage Project

The Southern California Regional Rail Authority (SCRRA) provides commuter rail services operated by Metrolink spanning over 538 route miles, across seven routes, serving 62 stations. In SCRRA shares traffic with Class I freight carriers BNSF and UP, as well as Amtrak and NCTD.

Transdev Rail Mass. Electric Joint Venture as Prime Contractor is pursuing the MS289-22 project which includes maintenance of Metrolink’s rail infrastructure including track, bridge, right-of-way (ROW), signal, communications, train control systems, specialized maintenance equipment and maintenance support facilities, as well as support services on a work directive basis, and designated on-call support services.

DBE firms must obtain their DBE certification from a California Unified Certification Program (CUCP) certifying member agency and be certified in the North American Industry Classification System (NAICS) code applicable to the contract scope of work.

Transdev Rail, JV Partner - Track

Until 2014, we were the majority owner and managing partner of Massachusetts Bay Commuter Railroad (MBCR), a special purpose company that provided Boston’s Massachusetts Bay Transit Authority (MBTA) with full scope O&M services for their iconic commuter rail network, which is the largest contracted transit operation in the U.S. With Transdev’s oversight, this turnkey commuter rail service employed over 1,800 employees, and included the operation and maintenance of nearly 500 trains per day with over 96% on-time performance.

Mass. Electric Construction Co. (MEC), founded in 1928, is an industry leader in transit and rail systems construction and maintenance throughout North America. As the most experienced rail systems contractor MEC specializes in signaling, communications, train control systems, and rail electrification completing 600 rail projects for 60 authorities valued at more than $5.5 billion. MEC has performed rail and transit systems work for nearly every major transit authority and railroad in North America. Our local California rail experience includes numerous projects for SCRRA Metrolink, LACMTA, RCTC, NCTD, ACTA, SANDAG, VTA, BART, Caltrain and Caltrans.

Over the past 28 years, MEC has been Metrolink’s exclusive maintenance contractor for the communications and signaling systems, as well as the installer and maintainer of the PTC system. This vast experience means that MEC will bring unsurpassed knowledge of Metrolink’s systems, processes, procedures, and their personnel. MEC’s staff and craft are an integral part of the community and their families ride the Metrolink system on a daily basis.
